PM Prayut,his mood and the journalists!!

Prime Minister Prayut  Chan-o-cha always talk to Thai people

in his weekly address every Friday night to tell about his plan

and the progress of his aim to reform Thailand and  return

happiness to the country.The presentation usually go smoothly.

 

PM Prayut always lose his temper during media interviews

one time after another,he has unhealthy relationship

with journalists He can not control his temper under pressure.

As I see from outside view, I find that sometimes journalist’

s question annoy him and he can not in good mood.

But as a leader of a nation,he should not have let slip such

a controversial remark.

 

PM Prayut perceived aggressive and prejudice against

meadia right and professional responsibily.

 

The four media organization have call on the National Council

for Peace and Order (NCPO) to define the scope of the provision

on press curbs and to set clear criteria on which are deemed a

security threat.The media is not the NCPO ‘s enemy even though

it role may sometimes against junta so it should not been in

negative and treat badly.

 

Blaming journalists or threatening to shut down media outlets

down wil lnot help any situation better but only bring frustration

to all parties. I think, PM Prayut is a man of good spirit if he

can  control his temper with journalists he will be a very nice

person all the time.And it will be in harmony with his aim.

I think, if he want to bring back peace to the country,he must

bring back peace within himself before.

Beware of Populist policies in Business sectors!!

Populist policies is a strategies of political party who want

to win the election.Over decade that it has been used and

Thai people admire it although it is good in the short run

but can ruin the economic in the long run.

 

At the beginning the populist policies try to solve basic

welfare of the citizens,such as  30 health care scheme,

free education and loan to the commutinity at the

 grassroots society.Later it change into “promise to give”

in order to win election which many policies use by the

Yingluk government such as tax-exempt for the first car,

moratorium loan for farmers,free tablet,tax-exempt for

diesel and rice pledging scheme.

The rice pledging scheme has huge loss from corruptions

and debts carry forward to the next generation for about 30 years,

while tax-exempt for diesel use more than 100 billion baht too.

 

Populist policies cause more expenditure to the government and

also the opportunity loss from other projects.There will be no

sufficient budget to do important projects for the long run.

 

In the Prayuth government  there are also use populist polities

but they are not obviously,such as subsidiary to rice scheme

and moratorium loan for farmers.

 

Meanwhile in business sector,the populist policy are not

ambiguously such as decreasing corporate  tax to 20 per cent

by the Yingluk government and still the same in this government.

 

According to the fact that economic and political stability depend on

 

 each other so the government try to promote economic too.

At the last meeting the government promised that they will

consider the suggestion of business sector to promote

economic although they do not specification the alternatives.

The request from the business sectors are :

1.Devalue the baht currency.

2.Subsidize the financial need.

3.Subsidized the tax measures need.

 

Every alternative exercise will have an effect on other

alternatives so the decision must make carefully.

-Devalue if baht currency can promote export good but

it is also increasing the cost of import which leading to

the high cost of goods sold.

-Subsidize the financial need will lead to unstability of financial

policy of the government because transfer of internal and external

money depend on the market condition which can not precisely

estimated.

-In subsidize the tax measures need,I think the 20 per cent

Corporate tax is very low and should not decrease more.

If we want stimulate economic to open the the boundary of tax,

to promote import and export are the alternatives.

To promote investment promotion by BOI,in industries that have

value added to the economic and society is need.

 

Although populist policies in business sectors do not use a lot

of money as in public populist but if it do not plan carefully,

the will siginicant impact because business sectors have more

opportunity than the individual people right now in the society.

If we put more help into them it will create unbalance

opportunity and the rich will get more rich but the poor

will even more poor.In that situation social division will

be more difficult to solve.

I think helping business sectors is need to make more growth

to the economic but the policies must use precisely, clearly

and carefully to aim that business can growth by their strength

rather than by the support of the government.

 

For public populist  policies ,I think it is need too,but the scope,

the alternatives and the budget must be operate and control

stickly to least corruption and make the benefit go directly

to the citizens.

 

Hope for economic and social stability in Thailand.

Section 44,with intention to make national growth!!

With order no.3/2558,the National Council for Peace and Order

(NCPO) defined the scope and extent of Section 44,under the

interim constitution 2014,on Wednesday.The main purpose

is to spread nation development and not to violate rights.

The different between Section 44 and the martial law.

1.Under section 44,the authority to promote peaceful

official is under the chief of NCPO or Gen Prayuth Chan-

o-cha. But in martial law the authority is upto military

 

district commanding officer.

2.Under Section 44,peaceful official has power over 4 guilty

Such as :

2.1 Guilty yo royal institution according to article 107-112

in the criminal code.

2.2 Guilty to the stability of nation according to article 113-118.

2.3 Guilty of law from weapons ,bullet and explosive which

only use for the war.

2.4 Guilty from over rule ,the rule order or the power of the

 

NCPO.

In martial law the case under it must judge by the military court.

3.Under Section 44, peaceful official has a power to seize

violent person.

And in martial law ,the military officer have more power than

civilian officer in the martial law area.

4.Under Section 44, the official has a power to prohibit presenting

news,sell or distribute press or other printing media.

In matial law it is also the same.

5.Under Section 44,the officer can not control prisioner over

 

7 days  in  other place ,but not in police station,correctional

 

 institution and prision.

In martial can not control over 7 days too ,but does not

 

fix the place.

6.Under Section 44,people over rule may be in prision not

over one year or fine not over 20,000 baht or both.

In martial law there is no cleary rule.

7.Under Section 44,if there is accused person,the official

can be dissolute the suspect by providing a condition or not,

the conditionis such as prohibit to go abord.

In martial law there is no rule for safety if the suspect is

dissolute.

8.Under Section 44,there is a prohibit for political rally

over 5 presons ,if over the rule will be in prision but

not over 6 months or fine not over 10,000 baht or both.

In martial law there is prohibit for political rally too.

9.Under Section 44,political rally over rule can willing

to train from the official in not more than 7 days and

will release under a condition or not and the case end.

In martial ,there is no way to only train and free from guilty.

10.Under Section 44,authority to use power is under the

 

decision of chief  of  NCPO are not under the

 

 Administrative Court so can not recriminate the official,

 

but can prosecution claim at the Civil Court Ministry of Justice.

In martial law can not recriminate to soldier officers because

they do for the nation ,religion and for the King.

 

The martial law lifting lead to normal situation, military court

will be in 3 court,the first instante judge advocate,

 

the medium judge advocate, and the supreme court.

 

So the case in military court before

and lifting military law will be judge in 3 courts different

 

 from  martial law that the case will be under only the

 

first judge advocate.

 

Gen Prayuth said that he excerise Section44,to tackle

 corruption and ensure transparency in government project

such as transport authorities and their equipment ,and to

 accelerate the allcotion of land to the poor to make their

 living.He intend to use his power in correct and best possible

 way to put national interest before his own.

 

In my viewpoint,under Section44 :

1.Authority and power are classify clearly into each point so it is

easy to follow the rule and do not depend on the judgement.

2.Prohibit about news,media,press are the same so it depend

on how the reporter act and the government judge.

3.There are reasons that Section 44, are more good than martial

law in the area of :

3.1 Although the decision of the chief of NCPO or Gen Prayuth

are protected and can not recriminate but the law still open

the right to prosecution claim at the Civil Court Ministry of

Justice meanwhile under martial law the judgment will end

and it can not recriminate the military junta.

3.2The case under Section 44,will send to the 3 military courts

which I think the decision must be carefully decision than one

court.

3.3 The business sector prefer Section 44 more than martial law,

especially  tourism because foreign tourists are afraid of

 martial law.

4.The major worry of opinion about Section 44 is about

“ absolute authority brings absolute risks”

Which this point I believe that although Gen Prayuth is the only

person who make the decision but before the decision is made

their must be a process of getting the ideas from accessory before.

In the situation under coup,there is no choices,we must believe

in him that he intend to do the best for Thailand and let him lead.

 

Under Section44, will make more national growth to Thailand

 And the economic or not depend on how we communicate

 with the citizens and the foreign country to understand

 the situation.

 

Hope Gen Prayuth can lead well and make the right decision to

make more national growth.

 

Yingluk play more role to back Thaksin power!!

Yingluk Shinawatra was the first female prime minister and also

the first politians who was deprived from the postion and was

prohibit from the election for 5 years.Since the National

Legislative Assembly (NLA) voted her out on Jnauary 23 ,2015,

she had a little movement.On  March 19,the Supreme Court’s

Criminal Division for Holder of Position made a decision for

a first trial on rice pledging scheme.She and her lawyers team

announced to the press that,she will defend the corruption case.

And at this time she had more movement,back to Mach 23,

she went to the Greenfield FC football field to kick off the

football match and also interview with the foreign press.

On March 27,she went to meet her fanclub and ate rice and curry

 and the tradition coffee at Nang Leng market.At the same day

she went to the National Book Fair the 43 rd at Gueen Sirikit

National Convention to promote her book ‘Yingluk Shinawatra

the first female Prime Minister of Thailand” and ‘Think like

Yingluk” (Oh I do not want anyone to think like her..LOL)

 

There are also more frequency movement on her facebook

page too, Facebook : Yingluk Shinawatra,the day the court

accepted her case,she wrote that she is honest on doing her

duty as a prime minister and want the court to judge fairly.

She also defended Prime Minister Prayuth Chan-o-cha

about human trafflicking that she continuously solving it

during her position.

 

To tell the truth, I do not hate her personally because she

is only a Thai woman in my perspective.Everything she does,

she try to serve Thaksin and keep the power to Shinawatra.

During her position she did not do it by herself,everyone who

interested in politics know that.She received order and policy

 from Thaksin including rice pledging scheme.

Graduated Thai citizens who can use internet and rapidly

access right information know that her capability does not

meet the qualification of the prime minister position.

However I think that she try to do her best,still I also very

disappointed when million of whistle blow protesters came

on the street but she insisted not to resign,although she

 resigned at the last because she had no choiced.

 

At this time ,the martial law was lifted,Thailand is under

Section 44 of the interim constitution 2014.The situation is

normal as it before and there will be a new election at late

February or at the beginning of March next year.Politicains

have movement  ,the movement come from both parties

 and member of the parties.

 

The Ex-Prime Minister Yingluk also play her role too,

she take time benefit during the period before judgement

from the court on her corruption on rice pledging scheme,

the time period is about one year.All  know that she want

to keep the power of Pheu Thai Party to dominate politics

in Thailand,and to serve her brother,Thaksin,the fugitive

Prime Minister.

 

As Thailand suffered a lot from corruption on rice pledging

scheme,who want her and the Pheu Thai Party which back

by Thaksin to be the government again,I suspect.

 

The only hope is from the Supreme Court’s Criminal Division

for Holder of Political to find and judge her on her guilty to stop

her and Thaksin to ruin economic and the unity of Thailand again.

 

Hope for best justice from the court and the unity for Thailand.

 

 

Thai Education : Where should we go!?

Thailand are in the era of ageing society,while the quality of

educational in the country remain mediocre and the condition

of human resource are somewhat worrying in many way.

The big problem in Thai education is that the labour force

who graduated are not match with the required of the labour

market.As of January 2015,there are 4.4 million of

unemployed which is equal to 1.1 per cent of total labour

force,increasing 43,000  persons from the same period

last year.

 

Unemployment is because of the real unemployed and the

deficit of labour force too.

-                 And it is mainly in medium labour force,marjority

 on those who are graduated from the Faculty

of Humanity and Social Sciences,because the supply are over

demand of the market force.And it will be more serious problem

because there will be 30,000-50,000  persons who will be

 graduated which the risk to unemploy.

-                 Graduated from Communication Arts seem to get work easily

          because of the demand of labour force in TV Digital.

-                 Graduated from electrical  ,electronic and automotive sciences

are the needed of the market force too.

-                 While ,no skill labour force is zero unemployed and import

from abord about 3 million because Thai labour force are not

willing to do these job.

 

Causes of unemployment :

1.Bechelor degree graduated are over supply while the damand

of market force are low lead to many unemployment.

2.Labour force select the job,they expect high salary

good welfare and want to be in the wealthy and famous

organization.

Colleague in the work place are important variable to

the transfer or persistence of labour force too.

 

Causes of unemployment from business conditions :

1.The delay of investment from unstability of political

situation.

2.Decrease of purchasing power from deflation or

 economic recession.

 

Office of the Education Council had estimated that,

demand of work force during 2012-2016 are about

150,000 persons each year,meanwhile the supply

from new bachelor degree are about 300,000-

400,000 each year.And in the year of down economic,

low investment ,the demand will decrease.

How to get the job :

1.Try to ready for work with full skill required for that work.

2.Intelligent and intention to work.

3.Must have ethics and morality.

4.High skill in English.

5.Patient and endurance to pressure.

6.Have  knowledge of  technology and computer sciences.

 

How the Prayut government prepare to reform education,

lastest :

The committee on educational reform reported the development

of Thailand’s educational and human resources to the Nation

Reform Council (NRC) to review on Monday 9,2015.

The report is about the strategies of educational reform and

People’s development which has complied researchs,

documents and opinion from all parties involve.

Which I hope these will be lead to the development of

Thaiand’s educational system and can launched a strategies

to strengthen the citizens and the society.

 

To prepare ourselves to be ready for the market work force

are important because we will be in the open market in AEC

at the end of December this year.At that time there will be

transfer of work force  and if we do not prepare ourselves

well enough,we can lost our jobs and career path and we

will  have more crisis in labour force.

 

Hope Thai Education go to right direction and everyone

can get along well.

 

 

 

Gender rule for parties :Opportunity of Thai women!!

To promote gender equality in politics,on last Tuesday ,

the Constitution Drafting Committee (CDC) voted to

approve at least one in three of gender proportion

proposal. The proposal, “the proportion of opposite genders”

requires that each political party are male or female must

be define in the patry list.

 

The aim of gender proportion is to solve a lack of female

representation in [arliament but it might put to many

limits on candidate.Nature of the e;ection,in national

election,local election are dominate by independent

 candidates rather than parties.

 

In fact gender equality are all over the world,two of third

of the women in the world are uneducated and more than 84

 per cent of women confront violent situation including that

every 90 minutes ,there is one woman dead from pregnant.

 

In past decade of Thai political women play minor role

in the parliament, however  nowsaday the number  is

a few increasing.But there are some of them play significant

role too because they have good background education.

Still member of the House of Representatives are men more

than women ,the reason are because :

1.Men are more popular than women to be elected.

2.There are a few Thai women who are interested in politics.

3.Political parties give an opportunity to men more than women.

 

The proportion of opposite gender will create a new look

to Thai political.The opportunity is open now so it will

depend on how many women interest  in this opportunity.

 

For me, there are many of Thai women who are intelligent,

patient,honest  and work hard,but most of them work in the

business sectors.If they are interested in working in political

field .I think they can do well too.

With the open opportunity and the support from the parties

and the society  to promote women,I believe in the future

women can play significant role in politics.
