Songkarn holiday gold period or harsh time!!

 

During Songkarn holiday this year on April 11-15,like the other

year s so many people travel to their hometown to visit their

cousins.This year the government order every government unit

to provide security to people who travel hame or on tour to

the province.

However,there is the explosion at late Friday night in a parking

lot at Central Festival Samui caused minor injuries to seven

people and damaged 10 cars as well as other mall properties.

 

Initial report back the theory that Samui bombers are the same

group that created bombings in Bangkok.The security cameras

at Central Festival on Samui had captured a person suspected

 of involvement.The investigation continue but the suspected

still can not catch.

Many tourist from abord like Songkarn Festival too.They come

 

 and  play  at Khaosan Road,Silom Road or go to Chiang Mai.

 

We can saw them splash each other with water while smile

 

with happy feeling.

 

Despite the happy holiday come along with Songkarn day,

 

there is a sexual harassment.Unfortunately,director of the

 

 Moral Promotion center,Sin Suesuan said that the sexual

 

assault of women can be partly attributed to their

 

 choice in attire.

This is  violence  words because  people should respect other

people’s choice of what ot wear.

 

By focusing on  the way women dress ,so there is no realistic

action to prevent sexual harassment  and the problem will never

fixed at the root cause.Young women have personal right to

choose what to wear but men do not have the right to abuse

 or to touch them.

However in the border picture ,many statistic show that

women who dress properly are equally vulnerable to

sexual harassment .So sexual harassment does not

 depend on what to wear,it often happen because the

perpetrators have been taking alcohol or drugs.

The perception that women invite sexual harassment

is the perception of  gender discrimination among

society that the victims were to blame for the crime.

 

Education should start at school to treat respect to others

people right what to wear.Stickly law must be use to

 ensure that people do not break the law.

Songkarn holiday will be goal period or harsh time

depend on the place to go.If that place have the

 perpetrator who have been taking alcohol and drugs ,the young

must have an opportunity to  harsh time with sexual harassment.

 

In my believe although the outfit what to wear does not the

major  causes of sexual harassment ,we should be safe

ourselves first by dressing property.

Will Thailand a new sick man of Asia!?

 

Gold economic period of Thailand is before 1997,growth rate

is 8-13 per cent follow on huge government investment in

Laem Chabang Industry Estate,natural gas extraction and

 industrial investment in the East including foreign investment

to set the production base.

Investment in immovable property and golf course are in

every where until the bubble economy came, there are

large amount of current account deficit and many foreign

loans borrowed,and high risk in financial sector.

 

In 1997 ,the bubble economy explosed ,devalued of the

baht currency is necessary,the baht value lost over half.

commercial bank and business sector failed asset  gone,

followed by large amount of debts adding.

At that time the economic was in recession period but the

weaken of the baht value stimulate competitiveness in the

world market  and change Thailand from consume inbound

to the exporting country.

 

Over decade past ,exporting become major important in

Thai economic,which the goods export are agricultural

product, labour  industry such as garment,electrical,

electronic ,computer and automotive industry.

 

In 2008 ,we have the impact from world crisis also,the export

market clam down however the economic can recover rapidly.

In 2010 we met the political crisis and the severe flooding in 2011.

In 2012 the economic had major recovery,the government use

many populist policies including rice pledging scheme lead

to using future money. The economic met the highest

point in the beginning of 2013and begin slow down,

household debt increase and became major problem

in economic growth.

 

We met political crisis again and the coup in May 22,2014.

The Prayut government try to reform Thaialnd and stimulate

the economic in every sector but we still in slow growth

economic anyway and also in the Medium income country

Meanwhile after the crisis in world economic 2008 untill now

The export value which is the major revenue of the country

 

decrease, however tourism from abord increase and

 

construction in infrastructure increase also although

 

it can not speed up the economic as it should be.

 

In my viewpoint,Thai economic does not in moribund situation,

We still have potencial to growth.If the political crisis can solve ,

we still more attractive for foreign investors.We should prepare

ourselves a good infrastructure to serve it including the least

boundary tax.

We should stimulate growth from internal business sector

 investment and the expenditure of the consumer also.

If we prepare and adapt ourselves to competitive in the world

market we will never be the new sick man of Asia.

 

Hope political crisis can solve and we have a sustainable

economic.

 

 

Crisis in Aviation reflect every level of Thai crisis!!

 

The ban on Thai-registered airlines was imposed after

 The International Civil Aviation Organization (ICAO)

 said it detected “significant safety concerns” in a recent

audit of the Department of Civil Aviation’s (DCA)

operation standards.

The UN organization has doubted the DCA’s standards

in issuing license to airlines serving passengers and

hazardous cargoes as well as its concurrent roles as

 the regulators and regional airport operator and its

insufficient workforce to take up all licensing tasks

amid booming air traffic.

The Japan Civil Aviation Bureau(JCAB),which also

 banned charter flights to Japan from Thai airlines,

recently agreed to allow six Thai -register airlines

to operate flights to Japan from April 11 to May31

 

By the way,South Korea’s aviation agency will allow

Thai Airways International๖(THAI)  and Thai Air

Asia X to increase the amount of scheduled flights into the

country and also granted Jet Air Airways a temporary

reprieve to operate flights from April 7-15.

 

It was earlier report that Chaina would follow in Japan’s

footsteps and ban carriers from Thaialnd following safety

concern.But on April 9, Chinese officials told a Thai

delegation that it would not prohibit Thai-registered plans

from entering Chaina.

 

So Thai Aviation still banning by Japan and South Korea,

however Transport Minister Prajin Juntong said he believe

that Thai air transport authorities could meet airline

certification standards of the ICAV with 90-day deadline

 two months from now.

Crisis in Aviation come from pulling a few strings,

conflict of interest and the corruption.The ICAO

indicated that it is because of lack of implementation

the impact of the crisis are not only through aviation,

tourism but also the bad image of the country.

The DCA vision is to “drive the nation civil aviation

To gain acceptance and be competitive worldwide”

According to the vision ,we have been failing now.

To overcome the lack of implementation,the rule

in aviation must be stick and always rectify

the rule to confirm to the rule of ICAO

 

Hope crisis in aviation can solve and we can competitive

with the others again.

 

Flood :unsolvable issue in Bangkok!!

The heavy raining on March,Tuesday 24 and in the morning

of Wednesday caused flooding in many area of Bangkok

such as Asok Road,Sukhumvit area and the Bangkok-Chon

Buri motoway which cause severe traffic congestion.

The rain fell at a rate over 70 ml/hour in many areas of

the city,which beyond the city’s 60 ml/hour capacity.

It took between on or two hour to drain the inundated

area,except for Asok intersection a low–lying area that

took thee hours to drain said by the Bangkok governor,

Sukhumbhand Paribatra.

 

The unseasonal flooding in the moddle of the summer

reminded me a painful memories of the severe flood

 in 2011.

And also raises serious queation about the efficiency of the

Bangkok Metropolitan Administration (BMA),especially

the Drainage and Sewage Department in Handing an

emergency case.

 

Meanwhile the Bangkok governor joked that “Bangkok

is the river city and we have to deal with flood from

time to time .Go and live in the mountain if you want

to be free of floods”

 In fact one of the problem that prevent city from improving

infrastructure to prevent  flooding in many low-lying area

because they were privately own.

 

Still there were several worrisome question about the city

administration’s ability to cope with damaging flooding

problems.The entire drainage system appears to be

insufficient to cope with an emergency situation like

a freak strom.

Although all the water pumps are in place and functioning,

part of the city would still flooded because of  heavy

parcipitation.

However some of  the water pumps have been sent for

Repairs and would not be in place until May.

 

Meanwhile at the second flood ,the Bangkok governor

was trying to convince people that he was doing his best

to cope with rainstorms and the subsequent floods.

He wrote on his Facebook fanpage  “Sorry for the

Inconvenience We are doing our best to solve

 this problem”

 

He also asking people to help clear dry leaves that may

 

clog gutters in front of their house or office in small street.

 

In low-lying areas of the city,the problem was in common,

 

however the problem was aggravated in some area by

 

 garbage clogging gutters and canals.

 

On Wednesday afternoon,billboard signs were knocked down

by the strom.One of Sukhumvit 101/1 road fell on a pick up truck,

damaging the vehicle.Another billboard on Thong Lor Road also

fell,blocking traffic on the road.No injuries were reported.

 

In my viewpoint from the two even, serious flooding can happen

 any time.The more reliable and accurate weather forcasts and the early warning system is needed.

From the severe flood till now it is almost 4 years but the

 Efficiency to prevent flooding is still low,some pumps

have been sent for repairs and the draining capacity is still

 low at 60ml/hour.

I feel like nothing is more progress in the drainage and sewage

system.The canals and the river still have many garbage and

water hyacinth.

The system drainage and sewage must be overhaul.

The law for billboard sign must be stick for if it knocked

 down it can kill people.

I saw the photos that the Bangkok governor post on his

Facebook  : The Bangkok Governors.I have two feeling,

one is he and his staff work hard to drain the flooding

water and to clean canals,another is that the problem

still remain because I can see the garbage and water

 hyacinth still can not eliminate.

I think everything should be prepare more efficiency

than these.Budget ,knowledge and human resource are needed

to meet the unexpected rain and strom so that we may not

meet the painful situation again.

How to successful in reforming Thailand!!

 

Over decade in Thailand ,it is more clearly to see that the

social value believe has been midleading.Since the fugitive

prime minister Thaksin Shinawatra is in his position his

well known speech was “I am rich,I do not corrupt,I do it

with love” , by the way at that beginning of time I believed

him so.But it is now prove that his speech is not true but

unfortunately it left some believe to the Thai society that,

the corruption is right whenever it can provide the benefit

to the country too and this is the worst Thaksin left for

Thailand.

 

How to successful in reformimg Thailand is to provide

the value of ethics and morality to the next generation.

If children and adult have good culture in their own

heart ,the least that it will occurred  the evil  in every

 

case including huge amount of corruption.

 

Conflict and controversial in Thaialnd due to political conflict ,

social division and unfair income distribution.

The first problem to solve is to create fair income distribution,

If people have enough income to survive,they can create

more wealth to their own and to the country in the future.

and will lead to more easy way to solve the social division

and political conflict.

Meanwhile politicians as Thai citizens and leader who have

influence to the country must have the ethics of their own

before comimg in political field.If you are not ready to provide

and sacrifice yourself for the country benefit,you should stay

away from the political field.

 

Although Thailand has a bad leader ,we fortunately also

have a good leader too,he is Gen Prem Tinnasulanon.

Gen Prem is the Prime Minister of Thailand for three

periods during 1980—1988 ,he is now the stateman

of the country.He gave speech that ethics and good

governance is the solution to develop the country and

eliminate the corruption which government as the

 representative of the people should handle on these.

In detail he said that

1.Being irresponsibility to the duty is wrong by law and

morality.

Transparency is good for good government because if

people can access to basic information,basic procedure

of management ,there will be transparency in management

and least the corruption.

3.To develop democracy ,the government must accept the

 examination by the citizens.

4.Decrease the procedure to solve the problem for the people,

and must correct it rapidly.

5.Last,the government must use authority with efficiency

by using resource and time worthy.

 

In my believe ,If the government has provide good governance

as said by Gen Prem,the stateman and Thai people accept the

difference among others and create to the same main value

point that “Country benefit is important than own benefit”.

This will lead to peace and unity of the country because

country benefit does not go anywhere but also come back

to Thai people.

Everyone want  the new Thailand so everyone must

coordinate to make it happen.

Draft NBTC : Strength and Weakness

The draft NBTC bill will be submitted to the National

 Legislative Assembly (NLA) in May.Before NLA

endorsement,the Council of State will hold a public

hearing on the new draft NBTC.

 

NBTC was set up by Act on Organization to Assign

Radio Frequency and to Regulate the Broadcasting

and Telecommunication Service 2010,which is the second

Act of the same name in 2000.New draft NBTC is the

 third act modified from the act in 2010 which main issues

that are :

1.The authority of NBTC is a little adjust by

1.1 Adding that model scheme of NBTC must be

 in accordance with the digital economy committee’s policy.

1.2 Cut down the authority to coordinate management of

spectra for telecommunication inbound and outbound.

1.3 Change the authority from judge and correct the problem

of spectra for telecommunication to “provide data and

information to the  digital economy committee .

2.Restructure to only one bourd,so the board of NBTC

can handle every case.

3.The new draft bill stipulated that :

3.1 Allocation of spectra for telecommunication must be by

auction only why the existing act also allows the allocation

of spectrum through the beauty contest method.

3.2 Provide sufficient spectra for telecommunications to the

unit of government while the existing act only say that

provide the benefit to overall business activity relate.

4.Cancel the btfp.nbtc.go.th and provide Economic and Social

Digital Fund which the different are

4.1 The new fund can provide loan to government and

business sector relate to the digital development.

4.2 The new fund will be under the Digital Ministry

instead of the NBTC.

5.Revenue from the new fund will devide 50 per cent

to the Economic and Social Digital Fund and another

50 per cent to public revenue.

6.The maximum number of NBTC will be reduce from

11 to 7 persons which select from various sector such as

broadcasting,telecommunications,engineering,law and

consumer groups.

7.Under the draft,the NBTC could still take responsibility

for issuing telecom and broadcasting licences as well as

regulating radio station,broadcasting and telecommunications.

But some contentious issues must be ironed out before the draft

can be submitted to the digital economy committee for final

consideration.

More important ,the NBTC would be given the authority to

control frequency interference efficiently.

 

In my viewpoint,because of the unefficientcy of the NBCT

so the government want to reform it,but if they can operate

effectively, I think independent entity can be more flexible

and rapidly management.The efficiency and effectiveness

depend on quanlity and spirit of the committee including

clear statement of authority the committee have.

 

Under the present situation there are no choice to avoid

restructuring the organization.

Strength of the draft NBTC

1.Restructure to only one board with the maximum number

of NBTC about 7 persons will make everyone in the board

study the same case to make dicision,which is better than

make decision in each board and send to the NBTC board.

Because in the past each board does not give precedence

to the case of another board.If the new member of the

NBTC all together make the dicision for country benefit,

the conflict of interest will be least and the unity

 will be more.

2.Setting the economic and social digital fund which can

provide loan and send 50 per cnet of the revenue to the

public revenue are the strength because loan can stimulate

more investment and public revenue can provide the benefit

to the country.

 

Weakness of the draft NBTC

Allocation of spectra for telecommunications by auction

can lead to easily providing benefit to ralate or specific

group and the corruption.

In conclude we must get rid of the weakness of the draft

NBTC before the NLA endorsement is made.
