CDC drop “open list” and adjust the process to get senators!!


 
The Constitution Drafting Committee(CDC) have decided

to drop “open list” system and use “party-list” system,but


the mixed member proportional representation election

system will stay.

Gen Lertrat Ratanavanuch,CDC spokeman said there will

be 300 constiuency MPs,up from 250 in the original draft,

and 150 party-list MPs,down from between 200-220 as

original proposed,with entire country drawn up as one
single constituency.
 

The process of getting senators will be adjust from the
 

original draft,there will be 200 senators  which 77 senators
 

come from election and 123 come from appointment.
 

Each province can elect one senator freely to support the

right of people so the choosing from representative as
 
the first draft will be droped.
 

Meanwhile the 123 appointment senator will come from
 

1.Former permanent secretary civil servant,former commander
 
 in chief,former controller of the army which will be choose

 independenly from each setion, not more than 5 persons.
 

2.Representative from federation of professions draw lots by


the Election Commission of Thailand, not  more than 15 persons.

 
3.Representative from organization ,such as agricultural,labour ,
 

education,community and region ,each section not more than

 
6 persons.

 
4.Specialize from many sectors select by the committee for about

 
68 persons.

 

In my viewpoint ,this adjustment will make the final draft charter
 

suitable to sustainable true democracy more than the first draft

 
and can be accepted  by every party.
 

The party-list is to solve the problem of discord in the

 
political party.
 
Giving the right to citizens to choose senators freely
 
by their judgement make sense more than choose from

 
representative appointment.

 
The CDC will have to finish revising the draft section-by-
 
section by July 28 and send it to the National Reform
 
Council (NRC).
