Conflicts between The Public Health Ministry and the National


There are prolonged conflicts between the Public Health Ministry

and National Health Security (NHSO) since there had been a

policy of  Medicaid coverage in 2002 to help poor Thai people

to receive a good healthcare even though they do not have money.

This conflicts cause critical situation in Thai healthcare system till

nowadays.

 

On Wednesday 11,2015 Public Health Minister Rajata

Rajatanavin confirmed the transfer order effective to transfer

public health permanent secretary Dr Narong Sahametapat

to an inactive according to the decistion of Prime Minister

Prayut Chan–o-cha to solve the prolonged conflicts which

have caused a standstill in national healthcare system.

Accordind to the transfer order ,Dr Narong was transferred to
 
 the Prime Minister’s office as a special adviser to the prime
 
 minister on research and national healthcare development
 
with a 42,00 baht  monthly allowance on top of his salary.

 

Is this can solve the conflicts in Thai  national healthcare system.

As public health permanent secretary Dr Narong push for the

 Ministry to take over sole responsibily for the universal health
 
coverage scheme from the NHSO instead of acting only as a

service provider. Dr Narong refer poor management of budget

 by the NHSO.

 

As Public Health Minister Dr Rajata Rajatanavin who is mainly

back by NHSO and other organization outside the ministry

working on health issue,insist that the NHSO should still

supervised the programme.

The lengthy conflicts between the Public Health Ministry’s

Permanent Seccretary office (PSO) head by Dr Narong and

The NHSO  are from management of universal coverage

healthcare scheme (UC) supervised by the NHSO.

Dr Narong proposted that the NHSO should allow the PSO

to manage the budget itself but the NHSO strongly disagreed.

 

Play role of  PSO and NHSO in Thai national healthcare system.
PSO play the role of service provider while NHSO is a customer.

I think this is good for the national healthcare system as a service

provider PSO  should not be allowed to manage money of health

purchase or patients for avoiding conflict of interest which can be

vulnerable the national healthcare system by meddling of

politicians.

 

The suffer of loss profit in the hospitals under control of PSO

should solve by management of budget from the government and

revenue receive from NHSO as a client. If the government want to

provide good health care to Thai people the, Medicaid coverage

must continue and appropriate budget must be allocated.

 

To shunt Dr Narong out of the PSO is not solve a problem,

It is only a way to open a way to slove the conflicts in Thai

healthcare system. I always believe that everyone who work

in PSO and NHSO want to do their best to provide a good

haealthcare to Thai people.What to do next is to try to

 understand each other and make a better solutions to solve a

 long time conflicts to bring unity to Thai healthcare system again.
