Since coup on May 22,2014 National Council for Peace and
Order
and the new Cabinet face many critical problem to
solve.One of
these problem is lottery overpricing,a long time
problem.
On March 10,the Cabinet approved to resolve the act of
government lottery as push to the cabinet by proposal from
Ministry
of Finance, to solve lottery overpricing and to add
more products to
the lottery system.
Prime Minister Prayuth Chan-o-cha said that he will be
use three
months to resolve the act and another six months to
solve all the
problems in lottery system especially the lottery over
pricing.
The causes of long time lottery overpricing are from :
1.The quota system in the government lottery is
monopolistic
competition ,there are two-three majors dealers dominate
in the
market.The monopolistic can fix the price which usually
higher
from standard price.Revenue does not spread to all
market,the big
amount fall into the monopolistic.
2.Structural problem of the lottery system which cause
from some
numbers or group of numbers of lottery are over demand so
the
price of these group are overpricing.
3.Subcontractors have little quota and little lotteries to
sell so they
sell more expensive than standard price to make them survive.
The government solutions to solve the overpricing in
lottery
system are two combine alternative of
1.Distribute them to automatic machines and people can
buy from
the machine at the same price.
2.Resolve the quota system ,old quota will end about
August
or September this year.And the government plan to
allocate
the new proportion
of the quota so that noone can
monopolistic the
price.
In my viewpoint :
First, to distribute and sell from automatic machines
can make
a standard price but the conditions,whosale price and
quota
should be allocate to the owner of the machine at the appropriate
portion and reasonable price.So it will set the well beginning
in
this marget segment and will not cause the problem in
the long
run.
Second,to resolve the quota system the government must
make
sure that old monopolistic can not dominate the market
again.
The quota must allocate to sub small group of new market
player so that noone can dominate market.
If the government find the appropriate standard price to
sell which
everyone can survive and distribute appropriate proportion
of
lottery to automatic machine and dealer noone can
dominate the
market again.With strongly determined to solve the
problem
I believe that the problem can be solve and I hope that the
unsolvable lottery overpricing can be finished by this government
otherwise it will be not amused for the Premier Gen Prayuth and
all Thai people.
