Reform of Thai Bureaucracy,the fastest way to reform Thailand.


 Five major basic structure of bureaucracy by Max Weber

1.Hireachy

2.Hireachy of Authority and Responsibily

3.Rule,Regulation and Officially

4.Division of labour ,Specialization and Merit System

5.Profession

 

Advantage of bureaucracy :

1.Clear structure,regulation and process of working

 so that they can not work by satisfaction of anybody.

2.Results are standardization.

3.Hierachy make complex issue can do effectively.

4.Process and requlation decrease conflict between

person ans department.

 

False of bureaucracy :

1.Strickly to the process and rule clause delay of work.

2.Base on hierachy and  decision making by higher level boss.

3.Government officer do not have any role ,they work from order

by boss so they are like a robot that can not make self decision.

4.Bureaucracy form is like the iron cage,no flexibility, it  is base

writing.

 

Problem in Thai Bureaucracy :

1.Chief of section or department who is very intelligence

work very hard while the lazy one do nothing.

2.Lower level of government officers work day by day,

they do not create work,they think it is not their authority

and do more will cause wrong more.

3.They do not have service mind,they do it on their

duty ,they do not smile with people who contract them

and order people instead of helping.

4.Rule and regulation have some loophole so many

corruptions happen at every level of unit or department.

 

How to reform Thai Bureaucracy?

 

In my viewpoint,we must solve all those problem above by

First, Train them to have service mind,service with smile

by heart that willing to give best service to everyone

who contract them.

Second,It is important that the rule must be stick

but  should also make it flexible for each case so that

the work can finish completely.

Third,Set standardization to make every department service

with high quality and effectively by training and use new

technology.

Forth, Motivate and inspiring them to do their job instead of

commanding or controlling.

Last, Play enough salary and benefit that make them servive.

Set norm as a goal of department to service with integrity.

I think with integrity in mind of people,the corruption and

problem will be least and these will lead to a better

Thai Bureaucracy.
