The Constitution Drafting Committee (CDC) is in the
process
of drafting the new charter meanwhile politicians from
both
parties, the Democrat party and Pheu Thai party are
dissatisfied
with the new draft charter.Criticisms are on many issues
which
two major issues are about number of member of
parliament
and indirected appointment of senators.
You can read more about these conflicts in my article
“Conflict of interest of the new coming Consideration”
“Is the draft charter fit for democracy and the next
election in
Thailand”
Politicians call for referendum meanwhile Prime Minister
Prayuth
Chan-o-cha immediatedly said that it is not about time
to discuss
referendum.
Moreover,he insisted that since the existing interim
charter does
not mention a referendum,he would be the only person who
will
make a decision that there will be referendum or not.
Not surprise to hear this because Premier Gen Prayuth
has highly
confidence that
he will give the best to Thailand. But since
the new charter
aims is to strengthening citizens rights and
the public participation if there is no referendum so
where is
the citizens rights.
According to the political roadmap, the CDC is expected
to
submit the first draft of the new charter to the NRC for
consideration by
April 17.And the CDC will open
public hearing to get more opinions from Thai citizens
in the select representative area such as Bangkok,
Chaing Mai,Khon Kaen and Nakhon Sri Thammarat.
The process is set to start next month and end in May.
The final draft is expect to be ready for promulgated
in September.
You can see that the time has rush out and the
disappointment still
more.
In my viewpoint, to go in the same way as the aims
Of the new
charter to strengthening citizens rights,
the referendum should be hold. The short pocket book
which composed of main point and easily language
of the new charter should be printed and send to all of
the Thai citizens who have vote rights before the
referendum.
If the new consideration is to promote true and
sustainable
democracy ,the process to get it should match the goal
and I think referendum is the best answer to start our
democracy again.
Best wish to all Thai citizens to have a true democracy.
